A brief but adequate description of the City State materials is impossible. I am reminded of the maps and descriptions of Jakalla in Empire of the Petal Throne, but are more extensive and more detailed, although the print quality is perhaps not quite as good. The characteristics of each street are described (likely encounters, rumours abroad, possibility of being attacked or catching a disease etc.) as are the characteristics of each important building in it — their occupants (all named and characterised), contents and likely visitors. The wealth of detail is most impressive. All the monsters, weapons, magical items etc. are standard D&D and there has clearly been an attempt to relate the various areas and people into a corporate community rather than presenting isolated, unrelated pockets. The result is something of a triumph, a labour of love (and considerable headache) for the designer and coordinator. It should be welcome in any fantasy gamer’s collection.
Don Turnbull (White Dwarf Magazine, issue 3 – Oct/Nov 1977)
Judges Guild pioneered the large urban Dungeons & Dragons campaign. City State of the Invincible Overlord (CSIO) predates City State of the World Emperor, which I have profiled earlier.
CSIO started out as one of Judges Guild’s subscription Installment series (1976-77), then a combined Revised Edition (1978-81), which was itself briefly reprinted in 1999. Then followed a 2004 adaptation to the D20 rules. And now, Goodman Games has added CSIO to its Original Adventures Reincarnated (OAR), a beautiful hardcover series reprinting the original, alongside a D&D 5th edition adaptation. As of this writing, it’s in final production stage.
I’ve got a nice 1980 Revised Edition passing through the shop, and it’s a great opportunity to deep-dive into this set.

The City State Campaign

City State of the Invincible Overlord was just the beginning of course. I detail the rest of the supplements over at my classic RPG reference site.

Mayfair Games adaptation (1987-89)

Mayfair Games licensed the CSIO IP, gave it their own interpretation. Good creativity and production values, but gone are the alleys, everything a bit too clean in my opinion.
I’ve got the entire MGI CSIO product line detailed at my classic RPG reference site. More info and links there.
